on the Premises of the Stalin Line Historical and Cultural Complex
These Rules are mandatory for all visitors without exception and are intended to ensure the safest and most comfortable environment possible for everyone present during the opening hours of the Stalin Line Historical and Cultural Complex (hereinafter referred to as the Complex). By deciding to visit the semi-open shooting range (hereinafter referred to as the Facility), visitors confirm that they agree to abide by these Rules. The Facility is privately operated, and visitors may not dispute the established Rules.
Key terms:
Shooting area – the entire area in which shooting takes place, including all sections from the target to the waiting area, as well as the spaces between them.
Firing point (firing line) – a designated position at the shooting range from which shooting is permitted. This may be the main firing line or an additional firing line, depending on the requirements of the exercise.
Start line – a separate line behind the firing line where shooters prepare to fire.
1. GENERAL PROVISIONS
1.1 The primary purpose of the facility is to provide shooting with civilian firearms for individuals holding a valid permit, and training shoots with service firearms for legal entities, subject to an order issued by the head of the organisation and the appointment of persons responsible for conducting the shoot;
1.2 The management of the complex reserves the right to adjust the facility’s opening hours and make changes to its operations without prior notice to visitors;
1.3 These rules apply to all visitors;
1.4 If a visitor breaches public order, poses a threat to the life or health of staff or other visitors, or in other circumstances, a member of the complex’s security staff may refuse service to any visitor or remove them from the facility at any time, without giving reasons or reimbursing any costs incurred by the visitor;
1.5 The Complex Administration shall not be liable for any injuries or accidents sustained by visitors on the premises as a result of their failure to comply with these Rules, unless the Administration's legal liability for the resulting harm has been established by a final court ruling;
1.6 The Complex Administration shall not be liable for the safekeeping of visitors' clothing, documents, mobile phones, jewellery or other valuables left unattended or lost on the premises;
1.7 Representatives of the Complex Administration reserve the right to limit visitor numbers at their discretion and to deny individuals admission to the premises without explanation, even if they have booked in advance;
1.8 The Complex Administration reserves the right to refuse admission to, or require the departure of, anyone under the influence of drugs or alcohol whose aggressive or inappropriate behaviour causes concern or poses a threat to the safety of other visitors. Any costs incurred by such persons shall not be reimbursed;
1.9 Complex security staff may carry out selective checks of visitors' personal belongings upon entry to ensure that they are not carrying prohibited items or substances. If a visitor refuses to present their belongings for inspection, staff may refuse to serve the visitor and ask them to leave the premises. Visitors who bring prohibited items or substances onto the premises shall be held responsible for doing so;
1.10 If prohibited or suspicious objects or substances are discovered on the premises, visitors must immediately report them to a member of the Complex's security staff;
1.11 If a visitor causes material damage to the premises, security staff may require the visitor to leave or detain them until law enforcement officers arrive. Compensation for any material damage caused may be recovered from those responsible either voluntarily or through legal proceedings;
1.12 Visitors must present the Complex's security staff with the permit for any weapon they intend to use on the premises, ensure that the necessary information is entered in the register, undergo an initial safety briefing on the handling of weapons and the rules of conduct on the premises, and record completion of the briefing in the prescribed register.
2. PROHIBITED ON THE PREMISES
2.1 Being under the influence of alcohol or drugs;
2.2 smoke outside designated smoking areas, or consume or distribute alcoholic drinks, narcotic substances or medicines not authorised for use;
2.3 behave aggressively in any way or disturb public order;
2.4 use obscene language;
2.5 use weapons for their intended purpose if under the age of 18;
2.7 bring pets onto the premises;
2.8 bring food and drinks onto the premises or consume them there without prior approval from the management of the complex;
2.9 remove furnishings, documents, equipment or any other property belonging to the complex from the premises;
2.10 use naked flames or explosive or flammable substances, including pyrotechnic articles (fireworks, sparklers, firecrackers, etc.);
2.11 damage the premises, structures, equipment, furnishings or any other property on the premises;
2.12 provoke conflicts or engage in fighting;
2.13 show disrespect in any form towards the management or service staff of the complex, or towards other visitors;
2.14 use any weapon on the premises that does not correspond to the permit presented to security staff.
3. IN THE SHOOTING AREA AND AT THE FIRING LINE, VISITORS MUST:
3.1 observe safe weapon-handling procedures;
3.2 begin shooting only after familiarising themselves with the weapon’s design, the operation of its component parts, loading and unloading procedures, aiming techniques and firing methods;
3.3 keep the weapon unloaded when it is not in use for shooting;
3.4 ensure that there are no objects in the direction of fire that could cause a ricochet;
3.5 while on the firing line, hold the weapon with the barrel pointing towards the targets at all times, even when it is unloaded;
3.6 while on the firing line, do not adopt a firing position or aim at any objects unrelated to the exercise, even when the weapon is unloaded;
3.7 stop shooting if the weapon malfunctions; resume shooting only once the malfunction has been rectified or the equipment replaced;
3.8 maintain cleanliness and order, and collect your spent cartridge cases.
4. IN THE SHOOTING AREA AND AT THE FIRING
LINE, IT IS PROHIBITED TO:
4.1 point a weapon at anyone, even if it is unloaded;
4.2 turn a weapon away from the direction of fire while on the firing line;
4.3 touch any weapon while people are in the firing zone;
4.4 use a defective weapon;
4.5 shoot while under the influence of alcohol, drugs or any other intoxicating substance;
4.6 enter or leave the firing zone without warning other visitors;
4.7 take up or leave a position on the firing line without warning other visitors.
5. RESTRICTIONS ON BRINGING WEAPONS
INTO THE SITE’S SHOOTING AREA
5.1 Should the complex’s security staff have any questions regarding the status of a visitor’s weapon (its physical characteristics, lawful ownership, carrying and so forth), the management may require the visitor to provide relevant clarification;
5.2 If a visitor is found to possess, store or carry a weapon in breach of the laws of the Republic of Belarus, the management may report this to law enforcement authorities and provide them with any personal data it holds concerning the visitor, together with any other information about them, including audio and video recordings made on the premises;
5.3 The management of the complex reserves the right to refuse any visitor entry to the site with their own weapon without giving a reason and without reimbursing any costs incurred as a result by the visitor or the customer.
